Lisa Soronen, National School Boards Association senior staff attorney, also said she had never heard of a similar case or an example of a union negotiating coverage for erectile dysfunction drugs.

“If you are getting down to what drugs are covered, you are really getting in the weeds,” she said, explaining most negotiations are over premiums and co-payments.

Board and union negotiators reached a deal in 2002 to cover six tablets per month for erectile dysfunction drugs in health plans that insure 10,000 employees, dependents and retirees. They quickly became popular.

By 2004, the number of claimants receiving prescriptions skyrocketed to more than 1,000 per year, costing the district $207,000. During negotiations in 2005, the board proposed eliminating the benefit and an arbitrator adopted the plan.

The union in 2008 filed a sex discrimination complaint with the state. In June, the Labor and Industry Review Commission ruled the union couldn't pursue the case without identifying employees who have been injured by the policy and the complaint was filed after the statute of limitations expired.

The union is asking a Milwaukee County Circuit Court judge to overturn that decision and declare the policy violates the Wisconsin Fair Employment Act. A ruling isn't expected for months.

Viagra is usually on the other side in discrimination cases. In recent years, several lawsuits have claimed that employer health plans discriminate against women when they cover Viagra but not contraceptives or infertility treatment.

But the Milwaukee union says males are treated unfairly here. In one brief, its lawyers argued that vaginal cream, anti-bacterial medicine and estrogen replacement medication for female sexual dysfunction are covered. Other options such as penile pumps and implants included in the plans “are far less desirable than oral medication,” the filing said.

District spokesman Philip Harris said school officials won't comment because “we just want to leave it alone.” But Miriam Horwitz, an attorney representing the board, argued in court filings the drugs weren't necessary to treat life-threatening disease or have children.

LIBBY, Mont. (AP) — Instead of saying thanks, some residents rebuked Health Secretary Kathleen Sebelius and Sen. Max Baucus on Monday for the very law that could help potentially thousands of asbestos victims here.

The health care reform law passed last year expands Medicare coverage for the sick residents of Libby, where years of asbestos pollution from a vermiculite mine made this the nation’s deadliest Superfund site.

But many of those from this northwestern Montana town of 3,000 who came to listen to the town hall meeting appeared to be less concerned about how the new law helps those with asbestos illnesses than with the legislation itself.

One woman asked Baucus where it says in the Constitution that people should be required to purchase health care. Another, retired nurse Judy Mattot, demanded to know whether Sebelius and Baucus had read the entire bill.

“How can you pass something that you don’t know what’s in it?” Mattot said.

The questions seemed to put Baucus off guard. The Montana Democrat who played an instrumental role in the bill’s passage said the new law was not perfect but it’s a good start in getting rid of waste in the health care industry.

“Mark my words, several years from now, you’re going to look back and say, ‘Well, that wasn’t so bad after all,’” Baucus said.

Asbestos pollution from the now-defunct W.R. Grace vermiculite mine has killed more than 400 people from Libby. Another 1,500 locals and others who were exposed have X-rays revealing the asbestos scarring.

After the meeting, Mattot acknowledged that there was a conflict between her overall feelings toward the bill and the aid that it provides her neighbors.

“Yes, Libby does have a problem. But with the amount of cleanup going on, Libby should be one of the cleanest places in the United States,” she said.

The Environmental Protection Agency last year declared a health emergency in the town, nearly a decade after saying it would take about two years and $5.6 million to clean it up. Ten years later, the cost is more than $333 million, as asbestos keeps showing up in schools, businesses and houses.

Sebelius herself didn’t address the criticism of the health care bill. She told the attendants that she was there to listen and to see whether there have been any glitches in implementing the Medicare expansion.

“I’m here to make sure the program on the ground is working the way it’s supposed to work,” she said.

Some residents expressed gratitude for the new coverage, calling it a major milestone in Libby’s recovery. Gayla Benefield, one of the original advocates who helped bring Libby into the national spotlight, said this was one of the dreams that she’s had.

The Medicare coverage — which includes screenings and treatment — gives residents an alternative to W.R. Grace’s health program and exceeds the company’s coverage, she said.

“To me this is one of the dreams that I had, that medical care would be available to future generations. W.R. Grace has provided our medical care since 2002, but they could stop that medical anytime. So it’s been a very uncomfortable situation,” Benefield said.

More still needs to be done, Baucus said. Libby needs more doctors, the cleanup has further to go and more people need to be screened. But now, more people are eligible for coverage and the progress is obvious, he said.

“It’s good to see justice after injustice for so many years,” Baucus said.

Providers will have “no excuses” for not using electronic health records to improve care, Health Affairs Editor-in-Chief Susan Dentzer said in summing up an August 5 National Press Club even on health IT. Video from the event, cosponsored by Health Affairs and the Health Industry Forum at Brandeis University, is now availabe on the Health Affairs Web site.

The event was keynoted by health IT national coordinator David Blumenthal and Marilyn Tavenner, the principal deputy administrator at the Centers for Medicare and Medicaid Services. Following those presentations, payers, provider organizations, and physician certification and licensure groups detailed the steps they are taking to help providers meet recently issued federal regulations outlining “meaningful use” of health IT.

“Given the bonuses available on the federal level as well as the private level, given the education and training, given the support that providers are likely to get, we really will be moving into an environment of ‘no excuses’ for providers not to adopt this technology,” Dentzer said. ”Very importantly,” she added, providers must not just adopt health IT but must ”use it to transform practice, to get to the more coordinated, less fragmented, higher quality, better-value-for-the-dollar system that we all hope to achieve.”

The copters just flew over my house and are visually scouring the one road out of our peninsula where the Pres is staying. They are ensuring his departure later will be uneventful, one suposes. I live across the street from the Bay point development, which consists of many single family homes, several condos, two golf courses, and a large Merriot resort.

Yesterday, my long-time "friend", Miss Snarky Doucher[say dooSHAY], and I were held up by the Pres's, motorcade of twenty-one vehicles. We saw them, along with a few Obama fans and a few non-fans, pass by . It was surprising how lightly and casually our population has taken to the Pres's presence among us. Ho hum, Saturday as usual.

Today you will probably read that the Pres. swam in the Gulf of Mexico yesterday. That will not be factual. According to our local paper he swam in part of St. Andrews Bay. The Gulf beaches had double red flags raised meaning no swimming. When that is the case it is usually because rip currents are probable. In fact our paper reported one tourist drowned (some of the tourists who come here ignore the flags even though they are placed the length of our beaches and their meaning is described all over the place for those with eyes to see). The police were busy all day telling folks to get out of the water along the beaches.

SharePoint 2010 introduces the SharePoint Health framework, a formalized API and user interface for defining checks to be run against SharePoint farms and services and reports to be returned by these checks. The framework actually has its roots in the STSADM PreUpgradeCheck command introduced in SharePoint 2007 Service Pack 2. Checks performed by both tools utilize the Microsoft.SharePoint.Administration.Health APIs, although the 2007 version is more rudimentary than its 2010 descendant. Following is an introduction to the internals of these checks and a primer for administering them.

The SharePoint Health API centers on the SPHealthAnalysisRule abstract class, which serves as the base class for all health check rules. The key method of this class is Check(), which an implementer overrides to define the exact check to be performed and ultimately return a value from the SPHealthCheckStatus enum – Passed or Failed. When a check fails, a report is added to the Health Reports List in Central Administration with summary and explanatory information also defined within the specific implementation. SPRepairableHealthAnalysisRule derives from SPHealthAnalysisRule, adding the Repair() method to attempt repair of a detected problem.

SPHealthAnalysisRules are called and executed by internal methods defined in the SPHealthAnalyzer class, which are in turn called on schedule by jobs instantiated from the SPHealthAnalyzerJobDefinition type. A Health Analyzer job is configured for each permutation of schedule, scope, and host service declared in the farm; for example, there is one job for rules scoped to all servers and scheduled to run hourly, and a separate job for rules scoped to all servers and scheduled daily. These jobs query the farm Rules list, discussed below, for jobs matching their parameters, and then submit them for execution. You can list all Health Analyzer jobs currently scheduled on a farm by running the following PowerShell line:

Rules and reports are stored in specialized SharePoint lists stored in the Central Administration site. SPHealthRulesList and SPHealthReportsList store references to rules and reports generated by those rules, respectively. Use the .Local static property on each class to return a reference to the farm-local instance of these lists. You can interact with the lists through the Monitoring page in Central Administration, or use PowerShell to return lists, tables, and reports on configured rules. For example, the following line returns information about each Rule defined for the farm, including its descriptive Title, the compiled Type it is based on, and whether or not it is enabled.

The purpose of the SharePoint Health system is to provide preventative diagnostic information by running occasional low resource-cost tests on SharePoint farms, services, and servers. Many useful checks are provided on initial install, and with minimal effort you can add additional checks needed for your environment. Bet on the product team to also add rules in the future as demand or need arises.

Sindecuse Health Center has announce it’s new online Health Manager, a program that can be used to securely manage your health information from billing to immunization records.

With 24/7 access to Health Manager, students and staff can schedule appointments for a variety of health center services. Some of these services include requesting prescription renewals from your provider, asking a nurse health-related questions, sending and receiving secure messages from a medical social worker, and printing immunization records and visit receipts.

Medical systems administrator, Sandy Custer, said, “The Health Manager is open and available to anyone with a valid Bronco Net ID and password; it is open to students and faculty.”

“When you log in with your Bronco Net ID, you will also be asked to verify your date of birth to maintain security of your records.”

When students log in they will see links such as:

Appointments: Under this link, students can schedule appointments and view previous appointments. It also lists all the information needed prior to an appointment .

Once the student starts scheduling an appointment, they will be taken to a page that lists departments that do not allow online appointments to be made.

Anyone scheduling and  appointment online will be asked a series of health related questions to make sure that it is not necessary to seek emergency medical attention.

“This is part of the Health Manager because obviously we don’t want students to schedule an appointment with us and wait to come see us when they could be having a serious problem so we strongly encourage them if necessary, please seek emergency help.” Custer said.

The appointment link also lets the student choose from a list of appointment categories like nurse appointment, laboratory apointment or appointment with a physician or physician assistant. The website explains what types of medical concerns fall into each category.

After making an appointment, the manager asks for a callback number so that if there are any issues with the appointment the student can be contacted immediately.

“Students and staff can also cancel appointments at anytime online which is nice because if you have something come up last -minute you aren’t worrying about calling in and getting a hold of someone,” Custer said.

Messages: Here students can send SHC a message. These messages will be generated only through the Health Manager and when the student receives a response, an e-mail will come to their inbox indicating that a secure message has been received.

“We do this because e-mail is not secured and we don’t want anyone to be able to view your personal information ever,” Custer said.

The messages link enables students and staff to chat back and forth with doctors about prescription refills, pharmacists, nurses and the social worker. This was added so that students could avoid waiting on the phone.

Forms: The forms link keeps track of all the forms that are filled out at SHC. In the future, SHC hopes to put health forms and insurance forms online so that students can fill them out ahead of time and they will always be available.

Account Summary: This link keeps track of all past visits and receipts. The receipts are given in detail and broken down into two types of payments: insurance payments and patient payments.

Insurance payments column will show the patient how much their insurance has paid towards their bill and the patient payments column shows the amount that was paid by the patient or charged to their student account.

Immunizations: This link allows the student to view all records of immunizations at SHC. It also enables the patient to print the records if needed for a new job, or that need to be sent to a doctor. This also ensures that students know when the shots were given and what shot it was so that they know if they are all up to date on immunizations.

The Health Manager is located on the SHC webpage at http://www.wmich.edu/shc/ which also links students and staff directly to other services offered at SHC.

“Our goal is to make convenience for students and staff,” Custer said. “Many students don’t make appointments because they don’t want to wait on the phone and they come in and wait for hours just to see a nurse.”

“We would like to prevent students from waiting and allow them easy access and quick service,” Custer said. “This new system will provide them with that and we are encouraging students and staff to e-mail us with feedback for how it works and if there are any glitches we may need to fix at shc-webmail@wmich.edu.”
